During the month of February, the RBS specialist was engaged in supporting boat shows throughout the Fifth Coast Guard District. We featured our new line of "You're In Command" boating safety exhibits at the Atlantic City, New Jersey; Washington, D.C.; Virginia Beach, Virginia; Ocean City, Maryland; Charlotte, North Carolina; and Hickory, North Carolina boat shows. Our new retractable boating safety banner displays were exhibited for the first time at the U.S. Coast Guard Auxiliary Fifth Southern Winter Conference at Ocean City, Maryland. The Auxiliary has been a great outreach partner as they have helped staff exhibits at boat shows and provided excellent feedback for development of future boating safety displays.

- A joint District 7, 8, and 9 Boating Law Administrators workshop was just completed in Charleston, SC. Twenty-two officials attended the two-day workshop, along with U.S. Coast Guard Auxiliary from the seventh and eighth districts. The workshop concluded with a tour of the Maritime Law Enforcement Academy.
- The RBS Specialist busily prepared for the Miami International Boat Show, held February 15-19. Held in Miami Beach, and known as the largest boat show in the world, the show historically draws over 150,000 people.

- The D9 RBS Specialist, working with the President of the Lake Erie Marine Trades Association (LEMTA), participated in the 50th Mid-America Boat Show, January 12-21, 2007, in Cleveland, Ohio. Rear Admiral John E. Crowley, Jr., helped open the Golden Anniversary show alongside newly appointed Ohio Natural Resources Director, Sean Logan, and LEMTA President, Ken Alvey.
- The D9 RBS Specialist, working with the D9 Prevention staff, D9 legal staff, and the staff of Civil Engineering Support Unit - Cleveland, revised the D9 Field Regulations for Multiple Use Waterways Management, including marine-related events, and conducted a two-day training session for field personnel.
- The D7/D8/D9 Boating Law Administrator Workshop was held February 6-7, 2007 at The Mills House, Charleston, South Carolina.

Representatives of federal, state, and county agencies met for two days in San Diego at the annual U.S. Coast Guard Recreational Boating Safety Workshop to discuss issues of mutual concern within the 11th Coast Guard District. Topics included Colorado River boating law enforcement, California's pending mandatory education proposal, commercial vessels on sole-state waters, North American Safe Boating Campaign emphasis in the Sacramento River Delta region, and much more. More than 40 representatives from Arizona, California, Nevada, and Utah met on February 20-21 at Coast Guard Sector San Diego.
Earlier in the month several boating safety entities had booths at the 51st annual Los Angeles Boat Show, one of the largest and longest running shows in the nation. The California Department of Boating and Waterways (DBW) organized several booths for boating education and safety organizations. DBW also sponsored a life jacket trade-in to expose the public to the various new designs in life jackets.

Preparations are underway for this year's National Safe Boating Week Campaign. For all who would like to voluntarily participate on any of the islands of District 14 in our campaign preparations and activities, please call 1-800-818-8724 Option 5. This campaign is not a one-island show. No matter where you may live, volunteer your time and become a part of this great maritime campaign.
If you have any pictures you can send us of boating accidents or mishaps, please send them. We'll use them to show others about the accidents and misfortunes that do take place. Remember to be a part of America's Waterway Watch program. Stay alert every time you go boating. Yes, we want to spot terrorists that may be lurking, but also be on the lookout for boaters in distress. Their rescue may very well depend on you.
If you haven't arranged for your Vessel Safety Check (VSC) for this year, do it now. Call 1-800-8724 Option 1 and leave a message. It's that simple. We'll follow through on our part, and you'll have the reassurance that your vessel is a safe vessel. While you're at it, ask about the boating safety courses available and improve your boating know-how.

It’s BOAT SHOW season! Whether you’re upgrading your existing boat or shopping for your first boat, the process of purchasing a boat can be both terrifying and rewarding. Buyers are frequently overwhelmed with choices, technical jargon and the sheer volume of what they need to know. There’s lots of advice available, so gather up the brochures and start asking questions. While you’re at it, sign up for a boating safety class! Even the “old salts” can learn something new!
One of the D17 projects this year will be to develop a Risk Management curriculum for the public based on the Coast Guard’s Team Coordination Training (TCT) course. TCT is designed for active duty boat crews; however, the seven critical skills of TCT are very applicable to the recreational boater. A focus group is scheduled to meet in March and will discuss the project in detail.
A remarkable increase in the percentage of “No Violation” recreational boardings lends validation to the RBS program. District 17 recreational boaters went from a 35 percent “No Violation” to a 64 percent “No Violation” rate in CY2006. This is a strong indicator of Alaska’s RBS program as more boaters are found to be in full compliance with State and Federal Regulations.
