ABYC

1402.03- Select Manufacturer Voluntary Standards Development Support
$150,000

The ABYC writes and maintains relevant boating safety engineering and construction standards that support the recreational marine industry. The USCG provides support to ABYC for the purpose of developing voluntary standards to prevent the need for costly regulations while increasing the level of safety on the water. With the USCG dollars, ABYC has been able to effect significant changes on the boating industry through engineering standards, resulting in substantial lives saved and decreased accidents.

 

ACA

1402.04- National Safe Boating Campaign: Targeted Outreach - Moving Water
$100,000

The American Canoe Association (ACA) and the Boy Scouts of America (BSA) are expanding their current partnership to directly address the 2012-2016 Strategic Plan of the National Recreational Boating Safety Program: Objective 2, Boating Safety Outreach.

With this National Safe Boating Campaign: Targeted Outreach – Moving Water project, the ACA and BSA will continue to target the Non-Profit Organization Grant Program’s Area of Interest No. 1: Develop and Conduct a National Year-Round Safe Boating Campaign. The project will focus on Strategies 2.3 and 2.5 of the National Recreational Boating Strategic Plan, Deliver Boating Safety Education Messages through Grassroots Efforts and Deliver Branded Messages through Non-Traditional /New/Social Media.

This project will combine existing knowledge based resources, along with video and animation techniques to create a single video to address drownings and near misses in moving water environments. It will be available both as a DVD and online through multiple social media outlets. The premise for this project is to provide a necessary resource that can stand alone, but also supplement partner organizations respective boating programs with this training module. This project will clearly identify hazards on moving water that have caused fatalities and injuries to individuals in paddlecraft and other human powered watercraft.

The ACA and BSA believe that a proactive approach to educating other organizations and the general public about the hazards, and how to identify and avoid them, will limit future possible casualties on moving waterways, specifically in river environments.


1402.05- National Safe Boating Campaign: Creative Outreach Development and Promotion

Under its 2013-14 National Safe Boating Campaign: Creative Outreach Grant Project, the ACA launched a mobile application and an animated video series dedicated to promoting safe paddling practices. As a continuation of this effort, in 2014-15, the ACA will launch its National Safe Boating Campaign: Creative Outreach Development & Promotion Grant Project. This new project will complement last year’s efforts and accomplish the following goals:

  1. Create an animated memoir in which 3 real paddling accident survivors tell their stories in their own words: what went wrong, how they felt, and what they would do differently next time to stay safe.
  2. Add new safe-paddling related features to the Paddle Ready app (created under last year’s grant).

  3. Create a strategic marketing campaign that will increase visibility for the app and animated videos (animated memoir + animated videos created under last year’s Creative Outreach Grant). 


Coast Guard Auxiliary Association, Inc.

1402.01 and 1402.06- CG Auxiliary Airport and Mall Boating Safety Campaign

The Coast Guard Auxiliary Association, through the Auxiliary, supports the Strategic Plan of the National Recreational Boating Safety Program. Grant funds provided will focus on Objectives, 2, 4, 5, 6 and 8 of the plan by producing professionally designed boating safety outreach messages emphasizing Taking a Boating Course, Life Jacket Wear, Operator Compliance with Navigation Rules, Boating Under the Influence, and Operator Compliance with USCG Required Safety Equipment. The messages will appear in malls, possibly airports, bus shelters and other outdoor media opportunities in various markets across the country.

 

Corps of Engineers Natural Resources Education Foundation

1402.07-The Corps Foundation Boating Safety Public Service Announcement Campaign
$175,000

The Corps of Engineers Natural Resources Education Foundation, doing business as The Corps Foundation, will be conducting focus groups to identify the most effective methods to reach adult male boaters with boating safety public service announcements that encourage life jacket wear. We will then work with contractors and the U.S. Army Corps of Engineers National Water Safety Program to design, develop, and promote an effective year-round boating safety PSA campaign that can be utilized on television, radio and internet nationwide.

 

Foundation for Recreational Boating Safety and Education

1402.08-Discover Boating Hands-On Skills Training (HOST) Bridging the Gap: A Collaborative Approach to On-Water, Skills-Based Boater Training
$140,000

The Foundation for Recreational Boating and Safety Education has enlisted the support of the National Marine Manufacturers Association and Discover Boating to conduct on water, hands on skills training events at 7 major in-water boat shows around the country during the 2014/2015 boat show "season". This very popular program is made possible through an educational grant from the USCG and the support of numerous marine industry stakeholders. Vessels for the "Discover Boating HOST" program are provided by dealers, manufacturers, boat clubs and boater training schools. The Foundation will also be collaborating with other training organizations and professional instructors to make these types of skills training events more widely available to the boating public. More than 4,000 participants have received on water training with a professional instructor through this program since its inception in 2010.

 

JSI Research

1402.09- 2014 National Estimate of Life Jacket Wear Rate
$250,000

JSI Research & Training Institute, Inc. will conduct the 2014 National Life Jacket Wear Study. The study involves observations of life jacket wearing behaviors from shore locations at 124 sites across 30 states during the summer months. This is the sixteenth year of the study and provides important trend information to the U.S. Coast Guard and other boating safety advocates on increases in life jacket wear behavior. This year, JSI is partnering with the Coast Guard Auxiliary to conduct some of the observations (in 5 states) as a beginning step of transitioning all of the observation activity to the Auxiliary.

 

NASBLA

1402.02- 2014 BUI Awareness and Enforcement Campaign: Operation Dry Water National media outreach and tracking (Fast-track Grant)

The grant provides assistance to coordinate the national media outreach and tracking for the 2014 Operation Dry Water. The goal of this national boating under the influence (BUI) awareness and enforcement campaign is to reduce the number of alcohol-related accidents and fatalities and foster a stronger and more visible deterrent to alcohol and drug use on the water. The national media and public outreach is a vital part of the overall growth and success of the Operation Dry Water campaign.

1402.10-BUI Awareness and Enforcement Campaign: Operation Dry Water
$125,000

This grant produces a coordinated, national campaign of Boating Under the Influence (BUI) awareness, detection and enforcement to reduce the number of alcohol-related accidents and fatalities and to foster a stronger and more visible deterrent to alcohol and drug use on the water. During Operation Dry Water, thousands of marine law enforcement officers from hundreds of local, state and federal law enforcement agencies, with assistance from boating safety partner organizations, amplify their outreach and awareness efforts and increase their level of enforcement of impaired boating laws as part of the joint national Operation Dry Water campaign. Law enforcement agencies and boating safety partner organizations have access to multiple awareness and outreach resources created and distributed by NASBLA through the Operation Dry Water website and ODW campaign communications.

1402.11-National Recreational Boating Safety Boating Accident Investigation Courses

This grant supports the continued efforts of the states and NASBLA to improve the reliability of accident reporting. The grant provides funding for the Boating Accident Investigation courses. NASBLA will conduct four Level I – Comprehensive courses and one Level II – Advanced course. This grant indirectly affects much of the rest of the Strategic Plan in that the statistics used to develop the goals, objectives and strategies are gathered and reported by the officers trained through this grant.

1402.12-BUI Detection and Enforcement Training Courses
$125,000

This grant is used produce a series of Boating Under the Influence (BUI) Detection and Enforcement Training Courses by providing state and local marine patrol officers, Coast Guard boarding officers, and others with the comprehensive knowledge and technical skills necessary to reduce the number of alcohol-related accidents and fatalities and to foster a stronger and more visible deterrent to alcohol use on the water. There is significant demand for on-site training in the states both to encourage greater uniformity in the application of the curriculum and to move toward greater standardization of BUI enforcement policies and reciprocity nationwide. NASBLA will conduct three of the 24-hour BUI Officer courses, one of the 24-hour BUI Train-the-Trainer courses, and one of the BUI Transition courses.

1402.13-Partnering with the U.S. Coast Guard & Recreational Boating Community to Implement the National Recreational Boating Safety Strategic Plan: NASBLA and the States

The is the foremost grant that partners with and support the states, the Coast Guard and the recreational boating safety (RBS) community in implementation of the National Recreational Boating Safety Strategic Plan (2012-2016). NASBLA accomplishes this by:

Developing Policy Solutions and Products (Committee Work)

  • Communicating Strategies to the States and Others (Small Craft Advisory, E-newsletter, Connected Community)

  • Coordinating State Program Administration and Performance Measurement (BLA Workshop, Leadership Academy)

  • Engaging the RBS Community, the Coast Guard and the States (Annual Conference) 


1402.14-Advancing Boating Education and On-Water Core Competency Standards
$190,000

This grant provides support for the National Boating Education Standards Panel (ESP) for development and maintenance of boating education standards. It also facilitates a level of technology and communication support – ensuring a fuller, more robust and open, consensus-based process, capable of quick response to new data and direction such as that published in the Strategic Plan of the National Recreational Boating Safety Program 2012-2016 – and other research and educational methodology shown effective in reducing risk and casualties.

 

National Safe Boating Council

1402.15- Wear It! A 2015 North American Safe Boating Campaign
$375,000

The North American Safe Boating Campaign (Wear It!) will focus on changing recreational boater’s behaviors by increasing life jacket wear and provide education and awareness of style and function options by building upon the solid foundation of approaches now used in the Wear It! campaign. The Wear It! Campaign will utilize a variety of efforts including, but not limited to: advertising on both a national and local level through media, grassroots efforts, and less traditional approaches; collaborative partnerships to further introduce the campaign in both the professional world (including commercial, retail, and other organizations) and directly to recreational boaters; through one-on-one and face-to-face interactions with the boating community; and with a targeted approach to boating families using tools of social media. The National Safe Boating Council will continue to provide resources to boating partners to further saturate the Wear It! campaign and its messages to reduce the number of recreational boating fatalities and accidents.

1402.16- Saved by the Beacon National Safe Boating Campaign

The National Safe Boating Council’s (NSBC) Saved by the Beacon National Safe Boating Campaign will focus on reaching out to recreational boaters to ensure that they have an understanding of the importance of personal locator beacons and how to use them correctly in the case of a boating emergency. The campaign will work to modify the behavior of all boaters, with special focus on boat operators’ responsibility for their own safety and the safety of their passengers. Stories of successful rescues will reinforce the message and help market voluntary carriage for their peace of mind and reductions in time spent searching, consequently rescuing the distressed boater. The Saved by the Beacon initiative will introduce the definition of different types of beacons and signals, understanding the devices and their capabilities, illustrating the system capabilities, ensuring compliance and registration, and supporting efforts to compile the data and evaluate the success of the Saved by the Beacon message.

1402.17- Instructor Boat Control Instruction for Power Boats
$170,000

The National Safe Boating Council (NSBC) Instructor Boat Control Instruction for Power Boats will train instructors and they, in turn, will train recreational boaters in the national on-the-water "Boat Control" curriculum for power boats. The instructor training courses will increase the number of certified and trained instructors. It builds the foundation for a force-multiplier effect. These newly certified instructors will then train approximately 1,000 others in the curriculum in the short-term. Increasing the number of trained power boat operators will ultimately reduce boating accidents and fatalities.

National Water Safety Congress

1402.18-2015 International Boating and Water Safety Summit
$100,000

The International Boating & Water Safety Summit is the premier event for training, awareness, meeting, and networking for professionals and those involved in boating and water safety. General and breakout sessions, along with on-water training, cover a broad spectrum of national and international concerns with a focus on The Strategic Plan of the National Recreational Boating Safety (RBS) Program geared to provide implementation opportunities and career development.

Sea Tow Foundation

1402.19- Life Jacket Loaner Program
$120,000

The Sea Tow Foundation will be continuing their successful life jacket loaner program that has been steadily growing over the last six years and currently includes 216 life jacket loaner stands throughout the U.S. which have provided over 22,000 life jackets to recreational boaters in free loaner programs around the country. The Sea Tow Foundation is also launching a nationwide Life Jacket Drive program to collect new and gently used life jackets from boaters that no longer need them or have outgrown them, thus extending the life of the existing Life Jacket Loaner Stands.

1402.20-Designated Skipper Campaign Grant

The Sea Tow Foundation will develop, produce and implement a nationwide program to make sure that boaters know that they should always appoint a "Designated Skipper" before each boating trip. To ensure that this message reaches boaters, the Sea Tow Foundation will be developing a website to encourage boaters to "Take the Pledge" and will be putting the "Designated Skipper" messaging materials in places where boaters will see it and pay attention to it by working with a number of other RBS organizations and companies to distribute this message to their members and customers.

Spirit of America Foundation

1402.21- Spirit of America Youth, Family and Community Boating Safety Education Programs
$175,000

Spirit of America Foundation provides America’s Premier Youth Boating Education Programs throughout our country. Extremely diverse in it’s traditional curriculum, which is based on State, National and STEM education standards, we mandate the presentation of state boating education courses, drowning prevention and equipment awareness and hands-­-on education in sail, paddle, power, personal watercraft and large vessel. We believe in "No Child Left at the Dock"© through our Golden Eagle and Passport Programs©, encouraging additional community boating education programs bringing families back to the water with recognizable beneficial outcomes for the advancement of water-­-based recreational activities and the marine industry. United States Sailing

1402.22-National On-Water Standards (Core Competencies) For On-Water Instruction SAIL, POWER and HUMAN Domains and Drivers Education for Boaters
$650,000

The grant supports two separate projects: 1) national consensus development of On-Water Standards through a neutral independent facilitator and 2) on-water powerboat operator training to the public through the Drivers Education for Boaters (DEB) program. The two primary goals of the On-Water Standards grant is to complete development of entry-level, skill-based standards (core competencies) in both the SAIL and HUMAN propelled domains and to advance the standards of all three domains (SAIL, POWER and HUMAN) into the ANSI approval and maintenance process. The secondary goal of the On-Water Standards grant is to help advance the US Coast Guard's desire to have one comprehensive, consensus-driven National System of Standards for Recreational Boat Operation that complements, aligns and integrates previous and new standards work. The DEB portion of the grant will continue efforts to build an effective and sustainable national infrastructure that promotes and offers on-water powerboat operator training to recreational boaters nationwide.

United States Power Squadrons

1402.23- Boat Handling Simulator II
$200,000

The United States Power Squadrons (USPS) Boat Handling Simulator II grant project will engage in the development of a second generation model of the Boating Skills Virtual Trainer, a portable boat handling simulation training tool. The simulators mimic on-water training where users contemplate and make decisions using critical thinking to navigate through re-created scenarios and promote an experiential learning environment. USPS will apply the Boating Skills Virtual Trainer as a tool to promote greater knowledge of boat handling skills and safety among boat operators in order to reduce the risk and the number of accidents, injuries and fatalities out on the water each year.

Water Sports Foundation

1402.24- Increasing the Awareness of Safe Boating Practice
$700,000

Increasing Awareness of Safe Boating Practices — For four years now, the Water Sports Foundation (WSF) has managed a U.S. Coast Guard non-profit grant called Increasing Awareness of Safe Boating Practices which is designed to heighten public awareness of safe boating practices through the use of standard and non-standard media. The grant effectively addresses the U.S. Coast Guard’s Strategic Plan, specifically Objective II entitled Boating Safety Outreach. The grant’s efforts are most notable in distributing safe boating messages that includes videos, banner ads, print ads, and articles to boaters through 17 affinity publications and their related digital media such as Boating, Boating World, Field & Stream and Canoe & Kayak just to name a few. The grant uses four leading boating media publishers reaching more than 20 million. In addition to its own safety messages, the grant also promotes the safety messages of eight boating safety organizations such as ABYC, ACA, NSBC and NASBLA — a program that’s called Cross Pollination. In three years, the grant has delivered more than 200 million safe boating impressions to boaters and prospective new boaters.
